Road and Rail Transport
In developed western countries, much of the land transport infrastructure (road and rail networks, bridges, tunnels…) will soon reach the end of its theoretical design life (approximately 50 years). The renewal and refurbishment of this infrastructure – with a view to extending operational lifespan – is becoming ever more critical to the maintaining of transport links between towns, regions and countries. The value and maintenance costs of the physical assets involved are considerable.
To the operators and managers of these structures, Oxand provides expert advice on decisions to be made and actions to be undertaken in order to maintain the security and functionality of their assets, while also controlling and optimizing expenditure.
Oxand’s expertise allows :
- The development of integrated solutions to manage monitoring data and plan maintenance operations
- The definition of a management policy and maintenance director masterplans
- The implementation of information systems for maintenance and monitoring
Urban Development
There are many obstacles involved in the development of transport infrastructure on urban sites. These can range from the presence of existing infrastructure and environmental concerns, to the conflicting interests of the various stakeholders involved. For this reason, such development is often difficult and slow, and the result is that opportunities for improvements to these areas are missed.
Oxand Netherlands is currently developing a methodology to help stakeholders in the management of development sites, taking into account their opposing or common interests and risks. It will help the parties involved to cooperate with each other in minimizing common risks and maximizing common interest. The organization of such a project is obviously complicated, and as such, Oxand will use its own management solution – SIMEO™-ERM – to facilitate the task.
Air transport
Oxand can provide cost management services for capital and operational expenditure on airport infrastructure. In particular, Oxand adapts international infrastructure management processes and deploys them at the scale of individual buildings (terminals, check-in lounge, etc.) or on the entire building stock (several airports).
Oxand has been providing this service to the Parisian airport authority (ADP) since 2010.

Oxand’s Technologies and Information Systems
SIMEO™-ERM is a programme which contributes to the overall reduction of risks to which a company or project is subject. It allows a risk management policy to be implemented in a practical and useful way, and facilitates communication about the policy within an organisation.

SIMEO™-MAINTENANCE allows comprehensive and objective risk analyses to be undertaken, while taking into account the interests of all parties involved. It can integrate large quantities of varied data, such as monitoring and maintenance reports, in order to provide specific, custom solutions. With SIMEOTM-MAINTENANCE various budgetary scenarios can be considered while evaluating the residual risk of each maintenance strategy.
