For risk-management professionals, the first semester of 2010 has been marked by major events, most of which have been tragic. Earthquakes in Haiti, Chile and China, floods and levee failures in France, volcanic eruptions in Iceland which severely disrupted air traffic worldwide. And at the end of April, another catastrophe, this time with a technical cause, joined the list: I am of course referring to the explosion on an oil rig in the Gulf of Mexico which caused an unprecedented oil spill in the United States.

Does the way in which these crises are being handled betray a lack of anticipation? This, after all, is how the public seems to judge those responsible for its safety. But what are the real issues?

What we can say is that in terms of management and control of risks, new international standards have recently been created in response to a growing need from organisations and managers of industrial projects. The objective is to put the application of operational and sustainable policies on a firm footing. Following the example of the quality assurance process, whose usefulness is nowadays unanimously recognized, risk management procedures, which also generate benefits, are being progressively implemented in businesses. It is becoming a sought-after management tool for achieving performance gains, and especially for eliminating crises by replacing them with management plans for exceptional events.

Europe: 4.5 billion Euros to develop CO2 storage and renewable energies

The European Commission, European Investment Bank (EIB) and Member States are proposing to provide about 4.5 billion Euros in direct funding for innovation in sustainable development. This grant is to finance two initiatives: the advancement of capture and geological storage of CO2 (CCS), and innovative renewable energy technologies.

In partnership with the Canadian organisation PTAC (Petroleum Technology Alliance Canada), Oxand organised its second international seminar on the risk-management of large CCS (Carbon Capture and Storage) projects. The success of this training session, which was attended by major stakeholders from the Canadian energy sector, confirms Oxand’s strategic position with regards to the increasing need to control risks.



Gaz Metro Calls On Oxand in Canada

As manager of a transport and delivery pipe network of over 10 000km, Gaz Metro assures Quebec’s supply of natural gas. When its pipelines pass through or close by high-stakes infrastructure, Gaz Metro must prove that it can control the impact of a possible failure of its network.
The company confided this mission to Oxand’s experts, specialized in distribution networks and civil infrastructure.



Oxand Provides Expertise to Electrabel on the Ageing of Civil Structureselectrabel
Oxand is supporting Electrabel, a subsidiary of GDF-Suez, in the strategic and operational phases of the ‘Ageing Management’ programme. Oxand is working on producing technical dossiers, developing “ageing management programmes” for civil works, and implementing maintenance and surveillance recommendations.
Oxand brings to the table its experience with the behavior of ageing nuclear sites and its knowledge of international standards, focused specifically on civil structures.



LaHagueAREVA has begun to update the fire safety system for its site in The Hague Such sites have a reputation for complexity. Oxand has been appointed to identify the best techno-economic strategy that will guarantee long term operations. Oxand is thus putting to use its expertise in assisting clients with strategies for the evolution of complex systems.



The water industry has just over 4 years left to carry out Danger Studies (EDDs) on its hydraulic structures
(dams and dykes). This obligation was imposed on the industry by the decrees of December 2007 and 12th June 2008.
EDF has appointed Oxand to provide general checks on some of the danger studies it is currently carrying out on its assets. The project involves ensuring that the methodology defined by EDF is being consistently applied, and providing quality assurance checks on the studies.

19 - 21 April 2010 : "CCS ready to go?" Conference, Rotterdam, Netherlands
Oxand presented its work on the long-term integrity of wells at CO2 sequestration sites. Oxand experts drew from studies they previously carried out under the Franco-German project COSMOS 2 (modeling and monitoring of wells).

21 April 2010 : Conference "Port Seminar", Delft, Netherlands
UNESCO-IHE (Institute for Water Education) called on Oxand to share its know-how with young engineers from across the globe on the subjects of cost management and maintenance optimization for ports. The exchanges raised awareness among future managers of important global ports about new durable management processes, introducing ideas about risk indicators and their evolution.

10 - 12 May 2010 : Conference AGS'10, Djerba, Tunisia
Oxand participated in the 3rd euro-Mediterranean symposium, which assessed the advancement of research on geomaterials and structures. Oxand experts presented their latest work aimed at optimizing the consideration of uncertainties on the data available for the risk management of infrastructure.

24 - 27 May 2010 : CNS 31st Annual Conference, Montreal, Canada
OXAND contributed to the annual meeting of the Canadian Nuclear Society attended by representatives of key Canadian Nuclear Operators as well as service providers. OXAND took advantage of this opportunity to present its expertise in "Maintenance Optimization through a Risk Based Ageing Management Program".
